
Launch of Selangor's first Care Economy Policy (2024-2030)

On November 27, 2024, the Selangor state government launched the Selangor Care Economy Policy 2024–2030 (Dasar Ekonomi Penjagaan Negeri Selangor, DEPNS), marking Malaysia’s first comprehensive framework dedicated to the care economy. This policy aims to address the growing needs of an ageing population, children, persons with disabilities, and both formal and informal caregivers. It is built upon five strategic pillars: advocacy and promotion; governance and regulation; trained caregivers and workforce; investment and collaboration; and innovation, technology, and data.
The DEPNS outlines initiatives to bridge the supply-demand gap in care services, recognizing care work as a vital economic sector. It emphasizes shared societal responsibility and seeks to create income and job opportunities through high-quality services supported by good governance. The policy also includes the establishment of a Special Committee for Improvements of Care Services to review and enhance laws related to care services, including licensing and pay structures for caregivers.
Aligned with the First Selangor Plan (RS-1) and the 12th Malaysia Plan, the DEPNS aims to foster an inclusive, sustainable, and resilient care economy. It was developed with input from various stakeholders, including experts, NGOs, and community members, and incorporates insights from the Selangor Care Economy Symposium 2023.
